Located at the North East corner of Row 41, George Street to Howard Street. Address as 41 Charlotte Street in 1822 to 1879. On 22nd August 1878, it was reported that since his conviction in April (see opposite), Mr. Frosdick had conducted his house in a better manner, and upon the condition that he continue to do so, his licence would be renewed. On Monday 23rd February 1891, the body of James John Allcock was seen floating in the river. He had been missing since the end of December. The inquest, held the same afternoon, heard his daughter Mary Ann Sillis, relate that she had last seen him on Sunday 21st December, in the Rose and Crown, at 3 o'clock in the afternoon. Allcock was said to have been "very queer in the head for a week or two previous". William Sillis (13) said that his father had gone out at about 4:45 and said "if I am not back in a short time, you will know where I am". When he left he was wearing a long black overcoat and a black felt hat with a round crown. Sillias had been landlord of the JOLLY WATERMAN for 19 years, but was not doing well at the Rose & Crown, although he was making a living. A lad named Sydney Foster had observed, on the Sunday, a man come out of the urinal on the south side of the Southtown Bridge and plunge into the river. He had run home and told his father.
