Matthew Barley applied for and a full licence at the Petty Sessions held Friday 2nd September 1864 - Application refused on the grounds that a further spirit licence was not needed in Shipdham and it was not long since Mr. Barley had been fined for conducting his house improperly.


At the Petty Sessions held Friday 1st September 1865, Matthew Barley again applied for a licence. The application was opposed by the police owing to the conduct of his house. Mr. Barley accused police-constable Atkins of being a thief and a rascal and repeated the accusations even after being called to order by the Bench. He said he made no charge that he could not prove. The application was adjourned for a week.
