  At the Licensing Sessions 12th February 1912 it was confirmed that the Downham Division provided 88 fully licensed houses, 54 beer houses, 3 off licenses, 3 grocers' licenses, 3 spirit dealers licences and 2 wine licenses, a total of 153. This was one less licence than the previous year, the licence of grocer F. W. Coulson of Downham having finished.
63 persons had been charged, and convicted of drunkenness, this was 30 less than the previous year.
21 of those were non-residents and tramps. 7 charges of disorderly conduct resulted in 6 convictions.
 
     
  On Monday 22nd July 1946 it was reported to the magistrates, that owing to the beer shortage, all Downham publicans had agreed to only open between the hours of 8:00 pm and 10:00 pm.  
     
  At the Clackclose Licensing Sessions held in Downham, Monday 14th February 1949, licensing hours for the months of June, July, August and September, were extended from 10:00 p.m. to 10:30 p.m. for the first time in twelve years.
It was said that work on the land was most urgent and was often carried out late into the night, making it impossible for farm workers to get refreshment before 10:00 p.m.
The Bench advised the licensees and public to take full benefit from the extension, but not to be a nuisance to the police.
